The Emzumbe Magistrates Court near Port Shepstone was developed as a new provincial facility to accommodate the sub-departments of justice, including public-facing administrative services such as pensions, registrations and filings, alongside formal court functions. The project sought to create an accessible civic environment that could clearly organise these distinct functions while reflecting the dignity of a public institution.
The challenge lay in reconciling two very different operational requirements within a single judicial complex. Administrative functions required openness and ease of access, while court-related spaces demanded formality, privacy and controlled circulation. The building also needed to respond climatically to its regional setting through passive environmental design.
The design addressed these needs by separating the primary functions into two distinct buildings arranged around a central internal courtyard. Lightweight framed roof structures link the buildings to form entrance porticos and a shared reception area, while the courtyard provides a gathering space and promotes natural ventilation to surrounding offices. Expressed gable walls contain roof forms that extend outward to provide deep shading to window openings.
The completed court complex establishes a clear and dignified civic presence. Its ordered spatial organisation, passive environmental response and welcoming public courtyard create a functional judicial environment that supports both accessibility and institutional authority.
