The Emzumbe Court near Port Shepstone was developed as a new provincial facility to accommodate justice sub-departments, including public-facing administrative services such as pensions, records, and filings, alongside formal courtrooms. The intent was to create an accessible civic environment that clearly organises these distinct operations while reflecting the proper dignity of a public project.
The primary challenge involved balancing accessibility with security requirements within a single layout. The layout needed to maintain public availability, privacy, and highly controlled circulation, which is achieved through a centralized path wrapped around a central courtyard.
Lightweight timber-framed roof structures link the formal spaces back to a deep entrance portico, creating a sheltered transitional zone for visitors. Expressed brickwork pillars form a deep arcade, which extends outward to window elements, while a clean palette of local masonry and deep roof lines establishes an appropriate expression of institutional authority.
