The Bluff Development in Durban is conceived as a catalytic waterfront tourism project aimed at unlocking the potential of the Bluff peninsula, a historically isolated landform separated from the city by harbour and defence infrastructure. The proposal repositions the site as a major public destination, integrating hospitality, recreation, and panoramic access to Durban’s harbour and coastline.

The primary challenge is overcoming long-standing inaccessibility and separation from the urban core while preserving the dramatic coastal landscape. Strategic defence restrictions and physical barriers have limited public engagement, requiring a framework that reconnects the Bluff to the city while maintaining its natural character.

The design introduces a mixed-use waterfront precinct comprising restaurants, hotels, and public spaces connected by water taxis and ferry services. A cable car links the waterfront edge to elevated viewpoints, enabling full engagement with the site’s topography. The result establishes the Bluff as a distinctive tourism node for Durban, generating new opportunities for leisure, hospitality, and public engagement along an underutilised coastal edge.
